I was compelled to respond after my attention was drawn to the press statement of the Civil Action for Democracy, CAD which was being circulated in several social media platforms

After the perusal of the press statement which was syndicated to select journalists, it was clear that the allegations raised, lacked any factual evidence, proof or logical foundation.

The principal aim of the Civil Action for Democracy, CAD, was targeted at distracting the opposition political parties, while pursuing premeditated agenda ahead of the general election

I would have avoided responding to the charade called press statement but for purposes of clarity, hence, my reply.

To my brother Mazi Franklin Nguforo, the Emergency Whistle Blower, I will advise that you first take off the log in your eyes before removing the speck in others.

I was wondering how you have suddenly forgotten the Omuma Magic Scandal prior to the 2023 electioneering campaigns, where the Coalition of the United Political Parties, CUPP in 2022 exposed the massive manipulation of voter registration in Oru East LGA.

Since 2022, the ruling party, APC had yet to come public to situate what truly transpired in Omuma, a community in Oru East LGA.

Are you aware that the Independent National Electoral Commission, INEC, gave clarification on how it had to deploy a manual cross_checking system alongside its Automated Biometric Identification System (ABIS) to detect the duplications in the records. The fraudulent data was flagged and sent to its Abuja headquarters to be permanently purged.

Are you also aware that Mr Festus Okoye, who was then, INEC’s National Commissioner for Information and Voter Education, announced that the commission delisted over 1.1 million invalid fresh registrants from its national database using the ABIS to ensure the integrity of the 2023 election.

As a result of the CUPP’s exposure of the alleged manipulation of voter registration in 2022, INEC took disciplinary and legal action against internal personnel linked to the ‘Omuma Magic’s voter registration fraud.

Let me also inform you, that the then INEC chairman, Prof Mahmood Yakubu, announced that the internal audit trails successfully identified 23 of its own staff members who were directly behind the fake registration manipulation. And the commission moved against these 23 compromised officials, taking immediate administrative action by removing them from the 2023 electoral process and ensured they faced disciplinary procedures for undermining the integrity of the ABIS.

Maybe you are unaware, that INEC implemented several systematic reforms to prevent a recurrence of the ‘Omuma Magic’ voter registration manipulation ahead of subsequent elections.

Now that Ngoforo, has assumed the position of INEC Whistle Blower, I expected him to have first disclaimed that the ‘Omuma Magic’ voter registration manipulation which was exposed by the CUPP’s Spokesperson, Ikenga Ugochinyere in 2022 was false, and also, that the 23 INEC officials indicted in the scandal were also untrue.

Maybe the Civil Action for Democracy, CAD are indirectly notifying opposition political parties to take notice of an improved version of electoral fraud ahead of the 2027 election.

Methinks, the timing of their emergency press conference few weeks to the January 16th, Presidential and National Assembly elections speaks volumes, followed by the call for arrest of the Senatorial candidate of the All Peoples Party, APP by security agencies as contained in their press statement could also be a script to cover up on what they are cooking ahead of the 2027 general election.

But on the contrary, if the conveyors of message as contained in the press statement of the Civil Action for Democracy, CAD do not appreciate what INEC achieved after the foiled Omuma Magic electoral fraud in 2022, then the information below should sink accordingly.

To forestall a repeat of the Omuma Magic electoral scandal, the Independent National Electoral Commission, INEC, in a bid to secure the integrity of the voter database and block internal and external fraud, deployed the following security and technical measures;

1. Automated Biometric Identification System (ABIS) Cleanups

Instead of relying solely on manual vetting, INEC heavily upgraded its automated backend software. The commission ran comprehensive, multi-layered audits using the Automated Biometric Identification System (ABIS). This technology mathematically checks facial and fingerprint features across the entire national database to automatically flag and purge:

• Duplicate or multiple registrations.

• Registrations containing invalid, blurry, or non-human photographs (such as the foreign passport photos used in the Omuma scandal).

2. Integration with NIMC Data Architecture

To establish a single source of truth for citizen identity, INEC partnered with the National Identity Management Commission (NIMC). By leveraging NIMC’s national identity database, the commission can cross-verify voter data against National Identification Numbers (NIN), progressively removing deceased individuals and eliminating fictional “ghost” voters.

3. Stricter Database Access Control

Since the Omuma scandal was traced to compromised internal database staff who bypassed registration protocols, INEC tightened its internal security infrastructure. The commission restricted system access, instituted digital audit trails to track which official uploads or alters data, and established an internal Artificial Intelligence (AI) division specifically tasked with detecting backend electoral anomalies and data manipulation.

4. Public Scrutiny via National Display Milestones

To crowdsource the detection of phantom voters, INEC strictly institutionalized a national display window. Before finalizing any register, preliminary voter records are displayed both physically at polling units and digitally. This allows citizens, political parties, and civil society groups to review the lists and lodge formal objections against any unfamiliar or invalid names before the register is locked for an election.

So if we are to request that Ngoforo and his group provide evidence regarding the allegations raised against Dr Matthew Chima Amadi in their syndicated press statement, then we might end up making an inconsequential person or group important, nevertheless, I expect the Civil Action for Democracy, CAD to arm themselves with the success and improvement INEC had recorded so far in order to prevent a repeat of the Omuma Magic massive voter registration manipulation as exposed by the Coalition of United Political Parties, CUPP in 2022

No reoccurrence of such manipulation again in our electoral system, particularly as it concerns the January 16th, 2027 Presidential and National Assembly elections

On this note, we shall no longer glorify Ngoforo by responding to his diatribe as it is now clear that he falls into the category of the ruling party, APC apologists and should not be taken seriously
